The common impression used to be that Wilhelm II ruled Berlin after he dismissed Bismarck largely because Bismarck advocated reactionary policies. The fact is, that no one could govern Germany “personally,” and least of all the Kaiser. It was the Junker class that ruined Caprivi’s attempts at compromise: the Junkers refused to yield even a modicum of power or privilege. While this inflexibility later brought on their downfall, it also hardened arteries in such a fashion as to make any permanent compromise in German politics extremely precarious, if not actually impossible.
